Agro-processing Development in Palestine Supporting
SMEs and Entreprenruship for Youth
The program will take a long-term perspective (four years) to create the necessary conditions for a sustainable and holistic development of the agro-processing sector in Palestine. In this context and in line with the recommendation of the Strategic Plan of the Palestinian Ministry of Agriculture (2014-2018), SEC Strategic Plan(2017-2020), and donors communities themes to invest in the agro-processing sector for maximum impact, the proposed Program targetssix governorates in the north West Bank. In the long-term, should new resources are available, and based on the implementation experience of this Program cycle, the program activities will be scaled-up within the selected governorates to target larger pool of non-participating agro-processors. The scale-up could also entail replication in more governorates and /or new sub-sectors.
The selection of the six governorates targeted by the Programwill be carried out with a view to maximize chances of supporting the growth and expansion of existing small and medium agro-processors and linking them to external markets, and to promote the establishment of new small start-up businesses. The criteria used for area selection are follows: (i)high existence of small and medium agro-processing businesses; (ii) high potential to increase production volume and productivity; (iii) high poverty rate (iv) availability of sufficient input supplies, (v) higher unemployment rate among youth agriculture engineers, and (vi) weak investments and random donors’ interventions. On the basis of these selection criteria, the following six governorates were selected for program implementation: Nablus, Tubas, Jericho, Tulkarm, Qalqilya, and Salfit.
